2026

Making revenue-generating activities usable for TVET institutes.

Role: Senior Expert

Integrated and technical TVET institutes needed a practical way to assess, plan and operate revenue-generating activities alongside their educational mandate.

  • Developed a step-by-step feasibility assessment and business-planning approach.
  • Translated operational, legal and regulatory requirements into practical procedures and examples.
  • Prepared capacity-building workshops so institutes could apply the toolkit in their own context.

Result: A completed practical toolkit and feasibility-study guide designed for institutional use rather than abstract policy guidance.

2020–2022

Building a national foundation for TVET teacher education.

Role: Senior Expert and Team Leader

A national reform process required a coherent competency standard and curriculum for the preparation of TVET teachers.

  • Led the development and implementation of the national standard and curriculum.
  • Trained master trainers and multipliers for sustainable delivery.
  • Advised the responsible ministry and coordinated a team of four senior experts.

Result: A national framework connecting competency expectations, curriculum design and implementation capacity.

Digital learning

Scaling digital teaching capacity beyond one-off training.

Role: Team Lead for a six-person trainer team

TVET teachers needed immediate support for ICT-enabled and online teaching, combined with production capacity for reusable learning resources.

  • Designed the curriculum and delivery concept and trained 500 TVET teachers.
  • Supported the establishment of five media-production studios.
  • Produced an interactive manual, approximately 15 hours of video and a MOOC.

Result: A countrywide capacity-development package later extended in Bosnia and Herzegovina and Serbia.

National rollout design

Moving from a digital-learning pilot to national scale.

Role: Senior TVET and digital-learning expert

A pilot was used to test an e-learning approach before preparing a broader national rollout for TVET educators.

  • Delivered pilot training for 100 TVET teachers.
  • Designed a second-phase interactive MOOC for national implementation.
  • Connected the pilot experience to a rollout concept for up to 2,000 teachers.

Result: A tested pathway from small-scale training to a scalable national digital-learning format.

GIZ / SDC · Mekong and ASEAN
Regional standard

Creating a shared competency standard across countries.

Role: Head of expert team and lead author

Countries in the Mekong Region required a common reference for the preparation and recognition of in-company trainers.

  • Developed the regional in-company trainer standard and accompanying curriculum framework.
  • Facilitated four workshops with 60 participants from six countries.
  • Connected government, training-provider and employer perspectives in the standard-development process.

Result: A Mekong-region standard subsequently upscaled for wider ASEAN use and supported by a peer-reviewed publication.
